Belarus Entry Regulations due to COVID-19

Dear visitors,
as rules, restrictions and regulations related to crossing the border of the Republic of Belarus in the context of COVID-19 are subject to change at any moment, for current information, please, check the web site of the Belarusuan State Border Committee or contact the consular section of the Embassy prior to planning your trip to Belarus.


Aiming at preventing the spread of infection caused by COVID-19, starting from November 1, 2020, the Republic of Belarus temporarily suspends border crossing for foreign citizens and stateless persons at its highway checkpoints, simplified checkpoints, checkpoints at railway stations, checkpoints at river ports across the State Border of the Republic of Belarus.

Persons arriving in Belarus via Minsk National Airport are not subject to the said restrictions.

The restrictions do not also apply to:

  • foreign nationals travelling on diplomatic and service passports; 
  • heads and members of official delegations; 
  • foreigners providing international aid to the Republic of Belarus; 
  • drivers of vehicles when performing international transportation including the transportation of international mail;
  • members of crews of inland water transport vessels, train brigades, locomotive brigades of international railway communication; 
  • foreigners who are the spouses, parents or children of the citizens of Belarus; 
  • foreigners having the right for permanent or temporary residence on the territory of the Republic of Belarus; 
  • foreigners with the permission to work or documents confirming labor activity on the territory of the Republic of Belarus; 
  • foreigners coming to the Republic of Belarus upon notification about serious illness or death of a close relative; 
  • foreigners carrying stem cells, organs for transplantation; 
  • citizens of the Russian Federation who are in transit through the territory of the Republic of Belarus to the Russian Federation; 
  • foreigners in transit through the territory of the Republic of Belarus in accordance with the Agreement between the Government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on the simplified procedure for passage of the section of the Slavutich-Chernobyl highway, which passes through the territory of the Republic of Belarus, employees, vehicles and cargoes of the Chernobyl NPP and enterprises operating in the exclusion zone, as well as foreign specialists involved in international projects to close down the Chernobyl nuclear power plant.

SELF-ISOLATION (QUARANTINE) REQUIREMENTS

Within 10 calendar days from the date of arrival in Belarus from foreign countries included in the List of countries with unfavorable situation with COVID-19 (Belgium and Luxembourg are included), citizens of the Republic of Belarus, foreigners who are the spouses, parents or children of the Belarusian citizens, as well as foreigners who have the right to permanent or temporary residence in Belarus, must be in self-isolation. These categories of persons can not cross the border of the Republic of Belarus (leave the country) before the expiration of the 10-day period. 

The restrictions do not apply to:

  • employees of diplomatic missions and consular offices of the Republic of Belarus in foreign countries that have diplomatic and service passports, as well as their family members; 
  • drivers of vehicles intended for international transportation, as well as the transportation of international postal consignments; 
  • crew members of aircraft, inland water transport vessels, train brigades, locomotive brigades of international railway communication; 
  • individuals arriving in Belarus after their official business trip abroad.

PCR MEDICAL TEST REQUIREMENTS

Foreign citizens entering Belarus via Minsk National airport, including those traveling for the purpose of transit, are obliged to have an original of medical assessment (certificate), confirming negative result of the laboratory test for COVID-19 infection.

The examination should be performed with the use of the method of Polymerase chain reaction (PCR) within the period of 72 hours before crossing the border.

The certificate must be issued in the Belarusian, Russian or English language, and contain surname, name and middle name (if any) of a person arriving in the Republic of Belarus and the result of the laboratory test for COVID-19.

This requirement does not apply to:

  • citizens of the Republic of Belarus;
  • foreign citizens and stateless persons who have permanent residence permit in the Republic of Belarus;
  • drivers of vehicles for international road transport, as well as international postage;
  • members of aircraft crews, crews of vessels of inland water transport, train personnel, locomotive crews of international rail transport;
  • members of diplomatic missions, consular posts of foreign states in the Republic of Belarus and concurrently accredited with residences in other countries;
  • members of international organizations and their offices, located at the territory of the Republic of Belarus, as well as their family members;heads and members of official delegations, including those who visit Belarus at the invitation of public authorities and organizations of the Republic of Belarus;
  • persons conducting transportation of stem cells, organs for transplantation. 

Control of presence of the medical assessment (certificate) is performed by officers of border and customs authorities of the Republic of Belarus at the border crossing-points of the State border of the Republic of Belarus.

The absence of the negative test for COVID-19 constitutes grounds for refusal of entry into the Republic of Belarus.
