From June 10, 2019, a foreign citizen who is planning to visit the Republic of Belarus has an opportunity to conclude an OMI (Obligatory Medical Insurance) contract before his trip with the help of the service ( posted on the official website of Belgosstrakh ( After the payment the policyholder will get a notification of an insurance contract by his email. The sample is attached.

The notification of the conclusion of the OMI contract has a QR code that contains information about the name of the insurance organization, type of insurance, full name of the insured person, the number and duration of the insurance contract. Thus, when reading this code, it is possible to obtain reliable information about the OMI contract.

On 30-day visa-free regime

According to the Presidential Decree, effective from July 27, 2018, foreign citizens of  74 countries can enter Belarus for up to 30 days and exit from the territory of Belarus only through the State border checkpoint of the Republic of Belarus “Minsk National Airport”.

The given order of visa-free movement through the airport does not extend to persons coming to Belarus by plane from the Russian Federation, as well as to those who intend to fly to the airports of the Russian Federation (such flights are considered as internal ones and do not have border control).

The term of visa-free stay is calculated in calendar days; the first day corresponds to the date of arrival, the last day coincides with the date of departure (regardless of the time of arrival and/or departure).

Visa-free regime does not extend to holders of diplomatic, service, special and other passports equivalent to them.
The trip is carried out for private, business, tourist or other purposes not related to employment, commercial activity and education, if the term of education exceeds 30 days.

To enter the Republic of Belarus in the visa-free regime via the checkpoint “Minsk National Airport”, foreign nationals should have the following documents:

 — a valid ordinary passport. The passport must be valid at least 90 days beyond intended date of departure from the Republic of Belarus;

 — financial means: amount equivalent to not less than 2 base rates for each day of stay or 50 base rates if the stay is full 30 days, in Belarusian rubles or foreign currency;

 — a medical insurance policy with coverage for at least 10 000 euros, valid in Belarus during the whole duration of stay.

For citizens of Vietnam, Haiti, Gambia, India, China, Lebanon, Namibia, Samoa a valid multiple visa of the EU member states or Schengen zone with a mark in passport on crossing the border of these states and tickets with confirmation of departure from “Minsk National Airport” within 30 days from the date of entry is a compulsory additional requirement.

NB: When staying in Belarus for more than 5 working days, foreign citizens need to register with the territorial divisions on сitizenship and migration of the internal affairs bodies of the Republic of Belarus. When staying in hotels, hostels, sanatoriums and other collective accommodation facilities the registration of foreign citizens is carried out by the administrations of such facilities by default upon check-in.

The term of visa-free stay can not be extended beyond the established 30 days.

Visa-free entry for “Awgustow Canal” park visitors

In line with the Decree of the President of the Republic of Belarus visa-free regime is established for visitors of the “Awgustow Canal” park.

Visa-free entry for Belovezhskaya Pushcha visitors

In line with the Decree of the President of the Republic of Belarus visa-free regime is established for visitors of the Belovezhskaya Pushcha National Park. Foreign visitors are allowed to stay in the territory of Belovezhskaya Pushcha visa free for a period of up to 3 days. Visa-free access is available via the Belarusian border checkpoint Pererov.

According to the Decree № 300 “On the establishment of a visa-free entry and exit procedure for foreign citizens”, visa-free zones for the tourist and recreation areas of Brest and Grodno are unifed into one visa-free territory “Brest-Grodno”. It includes five districts of the Grodno region: Berestovitsky, Volkovysky, Voronovsky, Lida district and Schuchinsky.

The period of a visa-free stay in the region increases to 15 days for citizens of 73 states. There will also be possible to enter the country through two additional border checkpoints (Benyakoni and Berestovitsa).

Foreign citizens will be able to travel without visas throughout the western regions of the republic if they will be a part of tourist groups that visit Brest-Grodno visa-free territory.

The decree comes into force in three months after official publication. At the same time, the visa-free entry procedure for citizens of several states for up to 30 days through the checkpoint at the Minsk National Airport remains in force, which is provided by the Decree № 8 January 9, 2017 (amended on July 24, 2018).


On July 1, 2014 the new procedure and conditions of the obligatory medical insurance of foreign citizens and stateless persons travelling to the Republic of Belarus and temporarily residing in the Republic of Belarus was introduced. The visa applicants should submit the obligatory medical insurance policy of the Belarusian enterprises “Belgosstrakh” or “Beleximgarant”, foreign medical insurance policy, medical insurance card or other document that confirms its existence. The foreign medical insurance policy or document that confirms its existence can be presented in original or copy and should contain the following information:

  • the name and address of the foreign insurance company, phone number of the foreign insurance company or of the international assistance company, the full name of the foreign citizen;
  • the territorial validity should include the Republic of Belarus;
  • it should be valid for the period of the travel or temporary residence in the Republic of Belarus;
  • the minimum limit of responsibility of the medical insurance is 10 000 Euro.

The foreign citizens, who have the right to enter the Republic of Belarus without visa and are obliged to have the medical insurance policy, should submit the medical insurance policy or medical insurance card that corresponds to the above-mentioned conditions to the employees of the State Border Committee when entering the Republic of Belarus. Registration, extension of registration and issuance of the temporary residence permits to the foreign citizens by the employees of the Ministry of Internal Affairs is being made for the period not exceeding the validity of the medical insurance. The foreign citizens should have the medical insurance agreement, medical insurance policy of the Belarusian or foreign insurance company or the documents that confirm the existence of  the medical insurance agreement with foreign company during their travel to Belarus in original.
The medical insurance is not required for:

  • heads of the foreign states and governments, members of the parliamentary, governmental and official delegations invited by the governing bodies of the Republic of Belarus and technical personnel of these delegations;
  • heads and members of the diplomatic and consular missions, representations of the international organizations in the Republic of Belarus and their family members;
  • United Nations employees — holders the Laissez-Passer issued by the United Nations;
  • crew members of the international air flights and crew members of the trains of the international routes;
  • foreign air force crew members and other military personnel who arrive in the Republic of Belarus to take part in the military exercises;
  • persons residing in the Republic of Belarus as the representatives of the foreign border guard authorities;
  • citizens of the states that have an agreement with the Republic of Belarus that regulates the questions of rendering the medical emergency services free of charge;
  • foreigners that apply for a refugee status in the Republic of Belarus;
  •  foreigners who travel to other countries via Belarus by train or by air in trains of the international routes and planes of the civic international air companies;
  •  some other categories of foreign citizens.
