On traveling to Russia to FIFA World Cup 2018 through the territory of Belarus

INFORMATION FOR FOREIGN NATIONALS

 

on certain issues related to their travel to the Russian Federation to FIFA World Cup 2018 matches through the territory of the Republic of Belarus


The final tournament of the FIFA World Cup 2018 will be held in Russia from June 14 till July 15, 2018.

Signed in Minsk on May 29, 2018 the Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on certain issues related to the entry of foreign citizens and stateless persons to international sports competitions (the Agreement) enables foreign nationals to enter, exit, transit and stay visa-free in the territory of Belarus for the period of the FIFA World Cup 2018.

Multiple visa-free entry into the territory of Belarus and Russia starts 10 days before the date of the first match of the World Cup and ends on the day of the last match, or from 00:00 hours on June 4, 2018 till 23:59 hours on July 15, 2018.

During the period that starts 10 days before the date of the first match and ends 10 days after the date of the last match, or from 00:00 hours on June 4, 2018 till 23:59 hours on July 25, 2018, foreign spectators exit the territory of Belarus and Russia visa-free.


IMPORTANT! 

Foreign nationals will fall under visa-free regime in Belarus only if they are in possession both of:

- a travel document (e.g. passport) valid for at least 90 days beyond the period of intended stay; and

a spectator identity card for visiting the football matches (FAN ID) in original or in electronic form.

Entry into and exit from the territory of Belarus and to the territory of Russia are carried out either:

- through the international border check-points in Belarus and in Russia at the airports and with third countries, or;

- from the territory of the Republic of Belarus to the Russian Federation on the following auto and railway routes:

The entry of foreign nationals travelling to the World Cup 2018 from the Belarus to Russia and vice versa out of the above routes will be considered as illicit. 

Compulsory medical insurance

To enter Belarus, foreign nationals are bound to have a compulsory medical insurance contract concluded with a Belarusian insurance organization or a medical insurance contract with a foreign insurance organization in case of delivery of first medical aid by healthcare institutions.

The absence of this document for foreigners who are subject to compulsory medical insurance may become a ground for refusal of the entry into the Republic of Belarus.

Migration card

The possession of a migration card is obligatory to enter the Russian Federation. That is why when crossing the State Border of the Republic of Belarus to further travel to Russia for the World Cup it is necessary to contact a representative of the Border Service of the Republic of Belarus or a career to obtain the migration card form.

Registration of foreign nationals in Belarus

Foreign nationals who arrive in Belarus should within the period of five days, except for Sundays, national and other holidays, established and declared by the President of the Republic of Belarus as non-working days, unless otherwise provided in the legislation of the Republic of Belarus and international agreements of the Republic of Belarus, be registered in the registration authorities at the place of actual temporary stay. 

Foreign nationals staying in hotels, sanatorium-resort and recreation organizations in the territory of Belarus will be registered by these hotels, sanatorium-resort and recreation organizations.

Travel to Kaliningrad by auto or railway transport

Foreign nationals are bound to have a Schengen visa for travelling by auto or by railway transport via the territory of Lithuania to matches in Kaliningrad, if otherwise provided by international treaties of their states with the European Union.

Travel document or FAN ID is lost in Belarus

In case a travel document is lost one should contact the diplomatic mission or consular post of his/her citizenship to obtain a new passport or emergency travel document, e.g. certificate for return, and then apply for an exit visa at the migration authority.

If a FAN ID is lost one should enter the territory of the Russian Federation and contact the FAN ID Distribution Center in the cities which hold matches to obtain a duplicate.

Attention of drivers of vehicles delivering spectators by road transport

In accordance with the Agreement, foreign nationals and stateless persons who are drivers of vehicles delivering spectators to Russia by auto transport and who are not holders of FAN IDs can enter and exit the territory of the Republic of Belarus and the Russian Federation if they have both:

a valid travel document; and

Belarusian and Russian visas, or/and temporary residence permits, or/and residence permits, unless otherwise required by international law.
